The EULEAD Project, an initiative backed by SAFE and funded by the European Union, continues its mission with its third phase, focusing on stabilising Libya through enhanced institutional support and development. Phase III has specifically concentrated on deploying expertise in stabilisation and human security to ensure the country’s institutions operate effectively amidst ongoing conflicts and align with human rights standards.

On May 26, 2024, the EULEAD Phase III project reached a significant milestone as Fondazione SAFE hosted a joint strategic meeting in Libya, marking the successful conclusion of this phase. The event saw the participation of over 24 key stakeholders, including top representatives from Libya’s Ministry of Defence, the National Authority for CWC, and the Ministries of Interior, Industry, Local Government, and Environment; as well as representatives of the National Safety authority and the Criminal Research and Training Centre.

Throughout Phase III, SAFE has been instrumental in enhancing the capabilities of Libyan institutions. Key achievements include the provision of essential equipment and technical assistance to the Libyan Financial Intelligence Unit, thorough assessments of needs and implementation of Technical Assistance to multiple National Agencies involved in the emergency management including CBRN mitigation measures, and significant support to the Libyan Red Crescent, which involved a substantial donation of medical equipment and supplies worth €380,000 in response to the Derna emergency.

The meeting provided a platform for discussions on the various activities undertaken during the phase and helped outline future needs and strategies to support Libya’s path to stability and security. Attendees also had the opportunity to deliberate on long-term strategy and mutual commitments for a long-lasting collaboration, according to Libyan evolving needs.

The completion of EULEAD Phase III is not just a milestone for SAFE but also a stepping stone towards future initiatives aimed at supporting Libya. As SAFE continues to strategize on its next steps, their unwavering commitment to fostering stability through operational support and capacity building remains firm. The foundation’s ongoing efforts underline a robust partnership between European entities and Libyan institutions, paving the way for sustainable development and peace in the region.
