Twelve delegations representing Asset Management Offices, police forces and institutions fighting organized crime from Balkans and Europe are coming together this morning in Neum for the Balkan Asset Management Inter-Agency Network’s (BAMIN) Annual General Meeting 2019. The meeting, organized with the financial support of the European Union and the OSCE, will close on October 31, after a three-day working session.
BAMIN supports Asset Management Offices and law enforcement agencies to lay the groundwork for effective implementation of knowledge exchange, cooperation and networking initiatives at regional level, with a focus on the effective management of sequestrated and confiscated assets.
The deployment of experience from ten BAMIN member jurisdictions as well as potential future BAMIN members, will stand at the core of technical discussions which will be implemented in the upcoming days, focusing inter alia on:
- Managing Cultural Property, including Works of Art, Sculptures and Assets of a Scientific Nature;
- The effective Management of Companies and Company Shares, in order to Preserve their Value, through Continued Business Operations;
- The State and social re-use of confiscated assets and establishing confiscation funds;
- The sale of assets using on-line platforms;
- Modalities for the sale of assets in the interest of both the state and the owner;
- Asset management considerations leading up to sequestration including Pre-Seizure Planning;
- Proposal for a UNCAC Resolution on Asset Recovery.
As support partner of BAMIN’s Secretariat, SAFE supports the organization of networking and knowledge exchange activities. The President of SAFE, Mr Andrea D’ANGELO takes an active role in facilitating all BAMIN activities, as the Secretariat of the network. The meeting will serve also as an opportunity to present the forthcoming OSCE-funded project which will include, for the period 2020-2022, support to BAMIN as one of its crucial components, with a total allocation of over 500.000€ and with the coordination of the Secretariat entrusted to SAFE.
In addition to asset recovery practitioners, many institutional figures will intervene in the work of the conference, such as:

Srpska – BiH, Mr. GROŠO, Head Commander of Judicial Police – BiH, Mr. NOVKOVIĆ President of the Supreme Court – BiH, Mr. JAKIC, Director of the Federal Agency for the management of Seized Property, Directors of ten Balkan European and Eastern European agencies of asset recovery and management.
