From April 1st to 3rd, Fondazione SAFE had the honour of hosting the Plenary Meeting and PUC1 and PUC2 Pilot Demonstrations of the PERIVALLON project, two flagship initiatives funded under the Horizon Europe programme. The event gathered the project Consortium in Soave and at the Calvarina Training and Testing Centre for three days of strategic dialogue, operational updates, and field demonstrations aimed at bolstering the EU’s capacity to combat organised environmental crime.

PERIVALLON is dedicated to developing advanced technological frameworks for detecting, preventing, and assessing the impact of environmental crimes, particularly those orchestrated by transnational criminal networks. The project integrates geospatial intelligence, remote sensing, risk evaluation, and AI-powered predictive tools to support law enforcement agencies, regulatory authorities, and decision-makers across Europe.

SAFE’s role in PERIVALLON

As a core partner, Fondazione SAFE plays a pivotal role in the implementation of training, testing, and demonstration activities tailored for EU Law Enforcement Agencies, Border Guards, and competent regional authorities. Through its state-of-the-art facilities at the Calvarina Base, SAFE provides an optimal environment for executing the project’s PUC1 and PUC2 pilot demonstrations within semi-controlled conditions that simulate real-world operational challenges.

In addition, Fondazione SAFE is responsible for:

  • Coordinating the planning and the implementation of all PUCs pilot demonstrations, evaluation and training planned throughout the project.
  • Designing and validating testing protocols to evaluate the performance and usability of PERIVALLON technologies.
  • Carrying out the Impact Pathway Assessment, measuring the societal, operational, and policy-related implications of the tools developed.
  • Supporting capacity-building initiatives for operational end-users across Europe, strengthening cross-border knowledge transfer and enhancing preparedness to respond to environmental threats.

Highlights of the April meeting

During the three-day event, Consortium partners reviewed project progress, refined the implementation roadmap for the final project months, and exchanged valuable insights on the application of PERIVALLON’s technologies in field scenarios.

A major milestone was achieved on April 3rd, when the first two pilot demonstrations (Use Cases 1 and 2), led jointly by Fondazione SAFE, ARPA Lombardia, and ITCC, were successfully carried out. These pilots featured the deployment of:

  • Satellite imagery and data analytics
  • Drones equipped with advanced remote sensing technologies

The demonstrations focused on simulated scenarios of illegal landfills and asbestos waste, showcasing the potential of PERIVALLON’s tools in supporting real-time detection and impact analysis of environmental crimes.

Building synergies for greater impact

The event also included a joint workshop between PERIVALLON and EMERITUS twin project, further reinforcing collaborative approaches in tackling environmental crime through innovation. The workshop facilitated knowledge-sharing on training methodologies, technologies, and cross-project synergies.

Fondazione SAFE was also pleased to welcome the new recently launched HELIX project partners and to contribute to this shared vision for a more secure and environmentally resilient Europe.
